May I do it with the help of Outlook Express???

Or where I could download a special programme??

And what is a good one Photoshop but not too expensive???

Microsoft picture manager or even just Microsoft photoshop, go to change the size of the picture and voila

Expensive? 100 rub for a disk full of Fotoshop and more

Otherwise I recommend this small software that will allow you to do very nice things, AND reduce the size AND reduce the "weight" of your pictures.

Not free, but a search on astalavista.com should help you to solve this small problem
