    New Law about Medical Tests

    Anyone got more information about this?


    In Russia, one of the most important laws for many years regarding foreigners comes into force, which will have the most serious consequences, including for top managers, as well as for highly qualified specialists (HQS) from Germany. The Russian-German ECP, in the framework of negotiations behind the scenes and in letters to the government of the Russian Federation, has been trying for several months to achieve the abolition of its provisions.

    Law No. 274-FZ of July 1, 2021, entering into force on December 29, provides for regular and time-consuming medical examinations of foreigners. Yesterday, the order of the Ministry of Health No. 1079-n was published , according to which, from March 1, 2022, foreigners will have to undergo a number of medical examinations every three months , within the framework of which they will be tested for drug use and the presence of infectious diseases such as HIV / AIDS, leprosy, tuberculosis, syphilis and Covid-19.

    Relevant tests include, inter alia, blood and urine tests, X-rays or CT scans, PCR testing for Covid-19, and visits to a psychiatrist, dermatologist, infectious disease specialist, therapist and narcologist.

    In addition, foreigners will have to undergo fingerprinting and photographs for biometric identification purposes once , and this must be done within 30 days from the date of entry. This requirement comes into force on December 29, 2021.

    The law applies to all foreigners who:

    They enter Russia for the purpose of carrying out labor activities, including:
    highly qualified specialists and other labor migrants, as well as persons with an unlimited residence permit;
    Those who enter Russia for purposes other than work, for a period exceeding 90 calendar days.

    What if you test positive for drugs?

    Can you be arrested and sent to treatment or prison or just deported???

    Every 3 months!!! Thats wild.

    Can't be arrested without possession of illegal drugs but will be deported and future visa will be denied.

    the main question though remains. where can and will it be done. when i was still working as a Chef, my medical book,in Moscow, could not be done at some of those clinics that were all over the place. neither did my local Polyclinic, which is just around the corner. there is only ONE in Mitino,Bus C11 from Strogino. The -drugtest and psychiatric test- though was NOT done there. it was done at the -local - Klinik that was responsible for the NW District.were we live. Tram 6 a few stations...Drug Test was easy,one gets THERE a little beaker, is being led by a helper to the toilet and had to pee in that thing. would show after a few minutes,a result. does the test for some 20 or so drugs, i believe. it was payable. there was a terminal from SBERBANK there but it accepted only EXACT cash. NO CHANGE. otherwise it was a schlepp to the next SBERKASSA.Raiffeisen or the likes were NOT accepted...-Kukushka - (psychological tests... ) were easy, not a client at the clinic? thank you, stamp and good buy.no payment, no questions, no examinations.nothing..
    BUT and that is the question now. when i did my PRP i had to do the same tests, but not at the -local district Clinics -. But at the STATE Hospital. Up on Marshala Shukova. For the drug test blood was drawn, result come back later in a few days... Psychological, a talk with a doctor... no problems? thank you,paper and stamp...
    X ray was done at one place, other tests at another. One Klinik was closed for renovations. had to schlepp to another. THERE they worked on different days. It took me 10 days to get me 5 papers. with this 5 papers i had to go to one more place. there i got ONE paper with all the new stamps. This was in Tushino. there they work only two days a week. And take on only a certain amount of people...and than i could go to Sakharovo to begin the theater for the PRP..
    lets just hope, they thought it over very well who and where all those medical tests will be done.
    fair enough my PRP was done 10 years ago. and the last medical book i think 3 years.One good thing though with the medial book is now, they put the whole thing into the ROSPOTREBNADZOR Computer.And ii HAS to be accepted all over Russia... (When i was working in Lipetsk, i had to make a new book, though i had a newly done in Moscow. They did not accept it -dont like it? go back to Moscow, but here you will NOT work -...)

    Waiting for clear information about the every 3 months, would be a hassle to do med checks so often.

    Here is a quote from the Ministry of Internal Affairs site (https://xn--b1aew.xn--p1ai/mvd/struc...item/24978663/). Note that it says the tests have to be taken by foreign citizens in the country for 90 days. Then "the designated persons.....will be required to pass it again" within thirty days of the first test.

    This means the tests have to be taken twice, once after entering the country, then once again within 30 days after the first tests. After that, med docs are issued, valid for a year.

    Still haven't found out if foreign residents need to take the tests.

    The designated persons, within 30 days from the date of expiry of the validity period of medical documents confirming their passage of a medical examination, will be required to pass it again.

    The constituent entities of the Russian Federation will determine the list of medical organizations authorized to conduct a medical examination.

    As part of the implementation of Federal Law No. 274-FZ, the Ministry of Health of Russia, in agreement with the Ministry of Internal Affairs of Russia, will issue an order that will establish the validity period of the corresponding medical documents equal to 1 year."

    the same time period as -my- medical book. (though every 6 month i have to go for a short test, 5 points only. and no x ray or -flurograf-. though TB can be found out from a drop of blood as well...
    now it is only the question who will be authorised to do the tests. schlepping out to Sakharov is really no option...
