It could be online purchase or purchase using store card. Also all your flight's booking or other travel payments are under radar.

I doubt it. They specifically said they wanted to find undeclared household income because people spending more than they supposed to. They do not have an authority to tax you now unless you admit that you received income and did not declare it and can explain how it is possible that you spend more than earn but at some point it will be some changes in the Tax Code (Налоговый Кодекс). President is a forever king now. If this was possible why that changes would not come true.

Let me tell you how it will be
There's one for you, nineteen for me

'Cause I'm the taxman, yeah, I'm the taxman
Should five per cent appear too small
Be thankful I don't take it all
'Cause I'm the taxman, yeah I'm the taxman

If you drive a car, I'll tax the street,
If you try to sit, I'll tax your seat.
If you get too cold I'll tax the heat,
If you take a walk, I'll tax your feet.

Don't ask me what I want it for
If you don't want to pay some more

'Cause I'm the taxman, yeah, I'm the taxman

Now my advice for those who die
Declare the pennies on your eyes

'Cause I'm the taxman, yeah, I'm the taxman
And you're working for no one but me.

Can you link to the new reg? A Russian-language link is just fine.
I am fascinated by Russia, this country with frigid weather, hard souls, and hot girls!

    Налоговый кодекс is your friend.

Basically banks will rat you out for everything.
You can check what ФНС sees about your spending now at https://lkdr.nalog.ru/login
If you spend more than you earn you will be invited for the private meeting.

Where, exactly, on https://lkdr.nalog.ru/login ? What is the click-tree to get there?
    I couldn't find it.

edit: Never mind, I assumed you were talking about the regular tax site. I see this is a different site. Logged in, and yep, they see my spending! Weee, what fun! And absolutely no confirmation of who I am in order to enter and see the data, other than phone number and your email address.

Probably this is just a witch hunt to find foreigners that receive funding from the west. 5th column, if you will.

After being in Moscow for nearly years upon years, I thought I had heard of or met nearly most long term-expats. But then, something pops up and I am blown away.

There was the story of this American woman, apparently married to a Russian guy, and with children, who had applied for a rez visa and had been there for a decade or so. But, she was also working for a NGO and apparently causing discord or strife and so the Rus gov kicked her out.

..........However, Kogan likely will no longer be in Russia if that day comes.

She’s being forced to leave the country as part of an escalating crackdown on nongovernmental organizations and civil society groups. First, Russian authorities labeled one of Justice Initiative’s branches as a “foreign agent,” a designation that complicates its work with everyday Russians. Then, in March, without any explanation, the group was kicked out of its Moscow offices. In September, they were forced out of another location in the city.

And now the director, Kogan, a New York-born U.S. citizen, is being expelled from Russia after being deemed “a threat to state security.”

On Dec. 2, Kogan’s Russian residency authorization was annulled, giving her two weeks to leave the country with her Russian husband and children. “I guess they wanted to kill two birds with one stone,” Kogan told The Daily Beast, of the expulsion that will prevent her work in Russia and threatened to break up her family. Her husband, also a human rights lawyer, and their two children, aged 3 and 6, will leave together, she said.

U.S. activist ordered to leave Russia taken from her home by police

On Tuesday, December 29, police officers in Moscow took American human rights lawyer Vanessa Kogan — the executive director of the rights group Justice Initiative, who was recently ordered to leave Russia — from her home and detained her at a police station, Justice Initiative spokesperson Ksenia Babich told Mediazona.

Law enforcement officers are drawing up a protocol against Kogan for violating the rules for foreigners staying in Russia (under article 18.8 of the Administrative Code). The case is set to appear before Moscow’s Koptevsky District Court.

This particular administrative offense is punishable by a fine, as well as possible expulsion from the country, Mediazona underscores.

Babich assumes that Kogan will be charged under section 1.1 of article 18.8, which stipulates mandatory expulsion.

In early December, the Russian authorities cancelled Vanessa Kogan’s residency permit, which was issued to her in 2017. She has been living in Russia legally for 11 years and her husband and children are Russian nationals. Kogan applied for Russian citizenship in September 2020.

The authorities decided to cancel Kogan’s residency permit on the grounds that her activities “constitute a threat to the security of the Russian Federation.” According to Kogan, the staff at a migration center in Moscow verbally told her that her “candidacy wasn’t approved by the FSB.”

Kogan was ordered to leave Russia within two weeks. However, the European Court of Human Rights (ECHR) made an urgent ruling preventing her expulsion from the country until Russian courts consider the complaint against the annulment of her residency permit.
