I think the point is that they had no idea what was on the laptop as it would have been password protected, but they understandably assumed it would have had some interesting material on it given where it was stolen from...........

I have worked for politicians, I know all probabilities are upside down and things may not gives any sense whatsoever, but I stand with "Not likely, that kind of stuff is more on male persons PC especially if they work with children", even if it should be a politicians computer, in some cases politicians can have a day job as "working with children".
Hopefully the Notebook in question is an official work PC with a professional installed encrypted harddrive with two-factor Authentication and that the two-factors are not present at the PC, but politicians, you know, not always the most bright people out there.
