To make a F1 car is a totally different ballgame than to make a daily driver for Ivan Ivanovich, and they will not design the core stuff them self, they will hire some specialist and then they will hire some other specialists to make the parts, and some other hired specialists to put it all together, there will sit a Russian here and there and look important and give "advice" on the external design, but hi, that is the same as many other F1 teams do, some even just buy yesterdays model from an other F1 team, many ways to skin that cat.
Do not forget that Russia can make rockets and put them info space with success, and make jet-fighters too, go to any museums that display military gear, now and then you will see some very well make stuff, they can do precision stuff, sure it is not for Ivan Ivanovich to work in these places, but they exist.
Go to Tula and look at the staff that enters the gate to the plants that produce military gear, different personal than it was ten to twenty years ago.
The interesting thing will be if they can find qualified drivers for there new car, that may be an issue.

Well using that logic perhaps as Hamilton races for Mercedes, perhaps Mercedes are a British team, Mclaren have always been British based so yes they are a British team

Daniil Kvyat is not driving F1 at this point in time, he may be there later.
Sergei Sirotkin, one point and number 20 out of 20 drivers, he may have his seat because he had the money with him and not that much because of qualifications?
Qualified driver as in "can drive a F1 car", then yes, but as in "A realistic chance to win if the car is capable", I do not think so, not right now, but if Russia kick in the money there may be some qualified drivers in 5-8 years, it could be interesting, and a few more F1 race tracks in Russia too.

Daniil will be back with Toro Rosso in 2019; contract has been signed which might also allow him to be subsequently upgraded to Red Bull team.
As for creating drivers, it is God who creates them.............yes there can be investment, but like any sport if one wants to be at the top and be one of the best, one has to be born with the talent, have ultra fast reactions, no fear of speed, keep a cool head and be able to be in tune / harmony with the car and track.
The RF can indeed invest in karting tracks and in the lower Formuale etc to provide experience etc, but very best of drivers are born, not created by teams or countries.
As an aside and whilst on the subject of motorsport, I have always wondered why the RF has not fielded great rally drivers like the Scandanavians who are so used to driving on snow and ice, and loose surfaces ...................

Good point about the Scandinavians, I believe that in Finland they are taught to drive at an early age, but you are right, it all seems to come from the karting circuit

A friend of mine used to race at Brands Hatch in a ford Fiesta an expensive habit, I am sure it cost about £1000 per race day when you took in travel, maintenance fees etc, a very expensive hobby, probably a bit like moto cross where it is rebuild an engine every week....not for me

if Ecclestone has nothing against it, it for sure does. in many a football, rugby, soccer, basketball or ice hockey team many a foreigner is playing, more often half the team is not - local-. and still, they are considered a national or local team.
Maybe Abramovich will sell Chelsea. Once the Brits are out of the EU, much will change. And what to do with all his money? bring it back to Russia and buy an F1 team. A few short years ago -everyone- was laughing at the idea of having a F1 circuit in Russia. last week there was Sochi once more. And will be here for many years to come. And be a highlight in the F1 Circus.
There is no greater treasure then pleasure....
