A question to the British English speakers

We are having a discussion on a translators' forum. Here is the question: "tender" in the articles below, is it the railing attached to the lower side of the shelter and going along its length or something else?

    The articles:

    http://www.bbc.com/travel/story/2018...ondons-cabbies

    https://edition.cnn.com/travel/artic...ers/index.html

    From the articles:

Physical signs of their history remain. Tenders attached to the bottom of the huts were where drivers tethered their horses before going inside. The animals drank from marble troughs, now gone.
Some still feature the original tenders where horses would have been tethered

    Pics of the shelters:

There are railings around the shelters that were intended for the tethering of the Hansom cabís horses. Some of these can still be seen today.

I went to the dentist to get my railings sorted....
Was he tender to your tenders?
Still, tenders in this context, those are the railings around the shelter to tether horses or something else?

In your 2nd post it says railings that go round the shelters are the tenders, in 1st post says this "Tenders attached to the bottom of the huts "
The railings that go all the way round aren't near the bottom, but they do look like something you would tether a horse up to, so yes, the railing that goes round the huts is the tender.
Looking at a few of the huts, some have the railings, others don't, there's nothing else that resembles where to tether a horse

Interesting, never heard of these cabman shelters before.

since that was long ago, most probably some of the railings could have been removed. or the had them detached at all. like in the western film, where you see the cowboys tethering the horses in front of the saloon to the wooden -rail- that was standing in front of the sidewalk.
There is no greater treasure then pleasure....

I guess it depends on how you look at it - if we divide the shelter, say, into 3-4 equal sections then these tenders will be in the lowest one.

Yeah, some of the railings are just under the middle part and others lower down, closer to the bottom.
From looking at older photos, horses near the cabins, none of the horses are tethered to the railing.
