Banks in the Channel Islands or Isle of Man still willing to open accounts for expats residing in Russia

Seeing as more and more banks are classifying Russia as "Ultra High Risk" and therefore refusing to open bank accounts to anyone residing in Russia.....

Does anyone know of any Banks in the Channel Islands or Isle of Man still willing to open accounts for expats residing in Russia ?

..as i understand it you can open an account as a Russian based expat in any offshore centre as long as you can prove your identity and pass the anti money laundering requirements.
How is it a risk for the bank if you are resident in Russia?

Yes, it was like that until recently, however things have changed. Call Natwest or Santander and they will inform you that they do not acept any clients who reside in Russia. My question is which banks still offer accounts to expats residing in Russia ?
