    Inquiry Regarding Citizenship Law

I am in Moscow, and enjoy it very much. I am looking at ways of legally staying. I speak Russian well (although not yet at a native level) and am of ethnic Belarusian origin (my grandparents). I was reading the Belarusian Law on Citizenship from 2006, and am hoping that someone can explain the requirements for "citizenship by registration" to me. My Russian isn't yet a level that I can competently read legal texts. As I understand it, someone is eligible if they descend from USSR citizens who were born in Belarus and who left before 1991? Are there any other requirements? Many thanks.
