Judge, as far as I know the tax on the capital gain for selling the apartment owned for this period of time is 13% for a tax resident and it is paid by the owner of the property. If you sell it for a loss, there is no tax.
There are some exemptions. For example, taxes are lower for apartments owned by pensioners and children. Is the owner a pensioner?
