We have had trouble finding US-style hardware for hanging pictures. Best bet is IKEA . . . they sell packages of something useable, I am told. We tried looking at that big outdoor/bazaar/market by Kievskaya metro/Europeanski Mall. Not much luck there.

If you are going to Khimki Mall then OBI, the huge German diy store is a better bet than IKEA.

Or 1001 Small things shop near the Gargarin Statue, Metro Akamediskaya. There is also a household market which might be the answer too!

I will try the 1001 things mall. Already did IKEA and OBI but no luck.

Now maybe if I brought a whole heap of these back with me I could onsell them.....

I have these in my place, so presumably the landlord bought them locally...

I was a contractor in the states. Best place for these things is Leroy Merlin store. there are 4 in moscow. Just google the name and see the map. or option 2. Buy a glue gun. They are cheap about 200p. Then any plastic hook will work. Just a dab of hot glue and masking tape in place the hook until the glue sets-up! real easy and cheap. Also this will hold more weight than a typical self-adhering hook.
