I have a Pakistani friend permanently living in the US who wants to visit Russia. The consulate in San Francisco said that he needs to go to Russian consulate in Islamabad or Karachi to obtain visa. Anyone had similar experience?

Better for him to buy a tourist visa through any tourist company. I donít think so he needs to apply from Pakistan.

Unless he has a Green card in the US he has to go back to his home country and apply. There is a list of countries that this rule applies and Pakistan is one of them.
