Hello,
my boyfriend is russian and i am looking for some help.
He has a new passport waiting in Russia, does he have to go back to Russia and collect the passport himself? He has family there, so does that mean the passport can be mailed to them?? There seems to be some new rules and i am just looking for a straight answer to know for sure!!

He should collect it HIMSELF. Now, if he knows people... Anyway it is also forbidden now to mail passports, even by courrier (DHL Fedex etc). These companies check and will normally not accept to send the passport.

Just recently my friend wanted to collect the passport of her son, while he was abroad. No way. The owner should collect it himself.
I guess it is because you have to sign paper for it.

Sure, and if it the "zagranpasport", the guy must get a stamp in his internal passport. So he must be there.
