Wanna rent an apartment for a year or so for an Indian couple.
1. Are there any university towns like USA in Russia where people are more open to foreigners?
2. Something near a library or a university will be nice.
3. Rent range is ~ $500/month.

You won't get much for $500 a month! We have lived in Akademicheskaya for many years and is a very nice neighbourhood .

if you think like that you might as well stay where you are and not come here. Russians are SLAV people and if you do not like it or accept that as your neighbors, go to ROSINKA the american compound where you are all nicely and safely walled in. be amongst yourselves, with foreigners only. but for 500 $$$ you can rent there the dog house. that is all you will get there.

$500/month is what I pay, so in total, my flatmate and I pay $1000/month. I'm not sure if one bedroom apartments are cheaper, but in general, you're not going to find prices that low in Moscow. Maybe Moscow region would have something cheaper, but that opens up a whole different discussion about commuting.
