Under the bill, pedestrians on Russian streets who are suspected of being drunk and refuse to be tested for blood alcohol content could face penalties ranging from a fine of 5,000 rubles ($100) to 15 days in jail.

It's insane.
It's also the elevation of minor morals, something people dissing major morals are prone to do.

Ahh fond memories.....I remember many , many moons ago after a heavy night at Hungry Duck .....I staggered outside looking for a taxi to take me home , bursting to get rid of some of the larger....having seen many Russians relieving them selves in public I decided to relive my self in a quite corner....got a tap on the shoulder , I was well and truly nicked....thought I would be fined but having realized I was a drunken foreigner they popped me in their Zhiguli and drove me home :)
