Can anybody tell me what this hieroglyph mean?

My closest guess is that it is the chinese symbol for 'peace, harmony'

Its not a hyrogliphic at all - its a picture! Does anyone else see 3-legged chef?!

Oh yeah, silly me...
Now that I think of it, it definitely seems to be a french (the hat!) painter with a huuuge third leg.
