Hi everyone - I haven't been back to Moscow in 9 years. My friend is getting an expedited visa from a service this friday. This service claims that sending an email with a copy of the visa attached will suffice. They claim people can do this. Is this true? or is there no way and I should have my friend overnight it?

I don't really understand the question. Your Visa will be attached to your passport by whichever Embassy / Consulate is issuing said Visa.

If you are talking about the 'Letter of Invitation' that is required to get a Visa, then some Embassies / Consulates do (on occasion!!!!!) accept emailed copies of the Invitation.

You should check with the Embassy / Consulate that will be issuing the Visa.
