I was away from Russia for 8 month and now i am back selling my apartment.
I am a russian citizen but since i was away for 8 month i became a NON-resident according to "nalogovoya". I m US resident at the same time.
Am i under 30% tax? and if i am should i stay 6 months in Russia in order to gain a status of a resident?
Selling apartment in Russia and buying another one in Russia do i till have to pay 30% as non-resident?

As long as you're in Russia for more than 6 months for a given calendar year, you're considered a tax resident for that calendar year and are taxed at 13% (but if you've held the property for more than 3 years there may be no tax at all on it, I'm not 100% clear on the real estate tax laws).
