Around 1%/mo for business. Hard enough, you should have operating accounts in the bank and a kind of history.
Household credits for private persons reach 2-2.5%/mo

I recommend you UniCredit Bank. There you can open atm card as a foreigner.

UniCredit Bank is trusted and have large atm booth coverage. There service also better. I prefer it. :)

Rosbank, Alfa-bank, VTB24, and above will accept foreigners and issue Debit/ATM cards. You'll need to have your passport info translated and notarized as well. I dunno about Sberbank.

I recommend Unicredit.

Using for more than two years, I had no issue.
In addition the online banking is very convenient to pay utilities, phone, internet and to transfer fund abroad.

I recommend Alfa Bank - they have the best online bank in Russia - and the best ATM machines in terms of usability and user friendliness. Plus, they are Russian owned and managed, so they are way more discreet then any of those western owned banks - be it Reiffesisen, Citibank, etc

More discreet in what way? I need to open an account in country soon and am also thinking about where to do so. The fact that you say Alfa Bank has the best online banking in Russia is definitely appealing...

There are so many banks just choose the best. However, when August's jobs report showed a decrease in job creation, the Federal Reserve announced it would consider renewed efforts at economic stimulation (http://personalmoneynetwork.com/moneyblog/2013/07/29/consumer-confidence-2/). Thurs, the ideas for that effort were made known.
