Moscow Reportedly Considers Kissing Ban

MOSCOW (AP) - Don't kiss and tell - and certainly don't tell the police in Moscow, where city authorities are reportedly considering levying fines for public displays of affection.

As part of an effort to "improve morals" in the Russian capital, its
government is working on an order that would prohibit kissing in subways and other public places, the newspaper Stolichnaya Vechernyaya Gazeta reported on its Web site. It said the ban was being considered at the request of police and the city's education committee.

"Children do not need any sexual education classes in school ... they get amoral lessons every day when they see what goes on around them," the newspaper quoted committee member Tatyana Maximova as saying. "People are making out even on the escalator in the metro. Something must be done about
this."

It's not uncommon for couples to kiss on the long, slow escalators leading down to Moscow's subway platforms - the steps allow people of different heights to gaze directly into each other's faces, and it beats looking at advertisements during the ride. But the embraces are mostly reserved and few people seem to object - at least until now.

According to Stolichnaya Vechernyaya Gazeta, fines for breaking the rules, if they are adopted, would range from 300 to 500 rubles ($10 to $17). And if the kissing couples didn't have the money, the paper reported, police could hold them at the precinct house until somebody paid.

It said the same order would target other potentially offensive and perhaps equally common public behavior, including drinking alcohol, loud cursing, drunkenness and spitting.

City officials and police were not available for comment late Sunday on the report of the potential ban, which drew criticism from prominent human rights activist Valeriya Novodvorskaya, who said a kissing ban would be "Orwellian" and vowed to violate it as often as possible if it is enacted.

"If this is not a joke and the mayor's office is indeed drafting such a resolution, I will start spending my days kissing in public places - just out of principle," Novodvorskaya told Echo of Moscow radio after the report appeared last week. She said she would urge other Muscovites to do the same.

I really can't believe that this will be passed. I sure as sh1t hope it won't be. Don't they have more important things to twiddle with at the Duma for christ's sake?

whew,

that is good to hear. It would be a shame if snuggling stopped on the metro escalators - it is one of the few times I see Russians smile and does pass the time while going up.

AH yes, frottage, I never manage to find some one nice to get bumped into though, but the law of averages is on my side so hopefully one of these days and in the interests of shameless flirting (at a PG level of course) maybe it will be you of oh kisser of grits :D

Trust me on this one guys, this report is utter nonsense, however, about drinking bottled beer on the metro, that's true.

as for kissing MMMMMMMMMMMMMMMMMM *dreaming sigh* i'm looking forward to some mass meeting in front of the Duma against the law to participate and kiss someone to death :D...nu as a protest ;)

Honestly, a french-kissing couple sitting next to me in the metro makes me feel positively peeved. Just like people talking on their cell phones in public.

Nevertheless banning PDA would be another obtuse thing about russia :-)

Alias, if I see acouple french kissing in a bar or club, it does my head in too, but I don't think it should be banned.
Maybe your not getting any and that's the problem.

Oh la la! There are not so many pleasant things about Moscow metro:) Always overcrowded, stuff, smells ...mmm... bad...
Nu... da - architecture, then - it is not that dirty..

But, sure - kissing om the escalators was the best reason to use it...:D:)

My wife and I enjoyed our first kiss ever on the peresadka escalator between Krasnopresnenskaya and Barrikadnaya metro, and it's been our unwritten rule ever since to kiss on every escalator we ride on. Together, that is, heh heh.

As for the validity of the ban, it really doesn't surprise me. Back in Soviet times, there used to be "morality patrols" that would nab you for even holding hands. There's even a scene in the movie "Moskva Slezam Ne Verit" toward the beginning, after they leave the Mayakovskaya monument, where they're nabbed. My wife and I have invited the wrath of no short number of babki on the metro, and believe me, our kisses are far from pornographic, fantasies notwithstanding. Old "morality" dies hard, I guess.

Anybody ever seen the movie "Risky Business"? Remember the train scene? Yowza!

Well, being one of those pain-in-the-**** personal liberty-loving Americans that seem to annoy people so much, I was more than prepared to dive deeply into the waters of public immorality and ever-so-publicly tickle my wife's tonsils, all in hopes of being arrested and given the opportunity to spread the word of democratic freedom and self determination to Moscow's militsia force.

Just kidding, sort of, even though it really would blow my skirt up sky-high to try and talk my way out of being fined/arrested for kissing in public. Yee-haw, rollercoasters can't even come close to such a thrill!

I kissed on escalators when I was 18. But I think doing that when you're 30 y.o. is rather graceless. It's the same with ****ing in porches. Maybe it's understandable when you're a teen and you don't have a place where you can take your lay, but not when you're an adult.
But prohibiting this leads nowhere, it will only excite kissing couples as everything prohibited usually attracts us. :cool:

The thing is that we are taking this seriously, like the police don't have a zillion better things to do than fining couples for the old tonsil tennis routine. I for one will never pay a fine for snogging on the metro until the cops do something about tramps stinking the metro to high heaven, and people leaving beer bottles all over the place. Send me to the zone if you like but a stinky tramp comatose on a seat annoys me much more than a couple of people necking do.

Agree!

I personally love kissing in the metro and on the escalators, but would gladly forego all, if it meant the end of the spitters, on-to-the-floor nose blowers, drunks, tramps and other people whose idea of fun is to get in to a carriage and drunkenly fall into each and every person there whilst simultaneously vomiting, pi$$ing themselves and generally making all and sundry wish that they had taken the bus!
