Moscow has retained its status as the most expensive city in Europe for expatriates, according to a survey by Mercer consultancy group said.

Moscow was also rated the fourth most expensive city in the world, the same ratings it achieved in last year's survey.

The Angolan capital Luanda came in first place followed by Tokyo and the Chadian capital N'Djamena, in second and the third places.

Russia's second-largest St. Petersburg also made it on the list but was far down in 29th place.

The survey, held in March 2011 assessed costs for 200 goods and services in 214 world cities.

Moscow ranked just 25th on the 2010 Global City Index ranking, which takes into account business activity, human capital, information exchange, cultural experience, and political engagement.

Over the past two decades, Moscow has undergone a dramatic transformation from a communist citadel to a vibrant modern-day metropolis, but has suffered from increasing pollution, traffic problems and rising costs.

For a big city such as Moscow it's very clean here, the street cleaners do a grand job in the early mornings and throughout the day keeping the city tidy.
Affordable, it is, if you know where to shop, food, clothes and many other things the prices are fairly decent...
The problem with the above survey is that it's done by people who more or less never adventure away from the centre.

'' pedestrian friendly'' well, it's getting better than it was.

The other week I saw the same survey in the Daily Telegraph and Moscow wasn't even in the top ten. Oslo and Geneva were the top two Europeans countries.

Every year this survey comes out and every year it seems ridiculous to us. This is because the survey is done for large multinational companies so that they know what kind of compensation to offer employees they send here. The people they send for 2 or 3 years here do not speak the local language, do not know how to find all those affordable places. They need drivers and translators. They don't know what to look for in local foods, so they are expected to buy imported.

Why the press takes it out of context--every year--is beyond me.
