anyone used an inexpensive place that they can recommend to do this?
I've already translated it myself, just need to get the notarius to approve and stamp it

No notary will do this. You MUST give your original DL to a company that supplies "notarized translations", then they will do (THEMSELVES!) a copy (and you will get back your DL immediately), then THEY will translate into Russian THEN the notary will stamp it.

It isn't legal for a notary to stamp a translation already made by anybody else.

You can see a lot of people around metro stations (for example at the Tverskaya exit near the Pyramida cafe) that advertize for such services. There is one for example on Strastnoi blvd, 100 meters on the left side from Tverskaya after Malaya Dmitrovka. Turn under the arche AFTER the "europe" (or something like that) casino, and see the advertizing. They charge 300 rubles by sheet of paper including translation and notary stamp. Go there before 5PM and get the document the day after at 3 PM.

Exactly - they will dothe translation and English is the cheapest translation. I saw the list of various costs for various languages, English was at 300 r, French at 400r, Dutch etc at 600r. Takes from 1 to 3 days maximum.

went by there, and they said that the 300 R was just the translation -
that peeved me, so I went to Turgenevskaya/Chisty Prudy and got it done for 450R (ready next day) - might have been a cheaper option there, as there are 3 of them right by each other, but I went with the closest, literally atop the metro
