I will be leaving St Petersburg airport with an old (possibly 95 years) old Russian painting without the frame. What procedures, documents , and fees are involved? I will be bringing it to Dublin Ireland ,where I live.

Good luck.
all art works are the property of the state.

ok what you need to do is fined the department of минестерство культуры.
They decide and only they decide if you can take a work of art out of Russia, regardless of if you are the owner or not.
Frame donít count, age and if it is on linen, etc counts.
95 years old I suspect not

Mate I would be very careful about trying to take something like this though an airport, I got pinged about 3 years ago with oil paintings that my wife had painted herself. It was only the fact that I paid a shitload to a lawyer and that the paintings were hers that I am still here. thay take this topic very seriousely

Agree that this could be very tricky. Maybe this site has more useful info: Federal Customs Service (http://www.customs.ru/en/)

at the New Tretjakov Gallerie (down on Krymski Val,opposite from Gorky Park)
there are art galleries who will do the foot-and paperwork for you, if you bought there or not.
it will cost of course, but if you are not familiar with where to go, rather let an agency handle these things.
at least they have done this before and know what they are doing...
definitely don't take a change and stick the picture between socks and pants, customs seem to have a sixth sense for these things.
