"Offer Bank locations as health service points for local health organizations".

What is this - health service points? What do they mean by that? Is it a doctor sitting there or a branch pharmacy? Please, explain. Thank you in advance.

Bank Senior Citizen Help Program
The average age of the population increases every year. More and more older people remain in good health, while the uncertainties about Social Security remain as a dark cloud. This suggests opportunities for banks.

Start improving the Bank's relationship with senior citizens by doing some or all of the following:

Publish a quarterly newsletter with list of free or reduced services offered to senior citizens, e.g. public transit discounts, free local government services, discount days at grocery stores, etc. Mail to current customers over 60.
Run radio commercials with some of the Newsletter information.
Hold financial advice seminars.
Offer medical alert devices at reduced cost to Bank customers.
Offer free transportation to senior citizen customers on Election Day.
Offer Bank locations as health service points for local health organizations.
Install blood pressure machine in Bank lobby.

its probably a doctor or at least someone there to give medical advice. but quite difficult to say for certain though...

Yes, I think it means participating banks (LLoyds, Nat West whatever) will provide a space for local health authorities (National Health Service) somewhere in the bank for them to use to help pensioners understand what they are entitled to, where and how they can get it. Like a customer service information desk.
