As you predicted, Paddington Bear goes global. 10 min. ago I took this picture near my local book kiosk - Russian version of the book is on sale!
Here is my prediction: in several years the next generation of Russian children will be sure it's a Russian character. As it was before with Pinoccio, Dr. Doolittle, even with The Ant and the Grasshopper. ;-)
